Why did Tom Billing nominate John Tsitouris for the HOM?

He was pretty worthless for the Reds and his career was from 1957 through 1968, mostly with the Reds I think. My most fond memory was, after stinking up a game at Crosley Field, seeing him RUNNING toward the dugout to try to stop the manager (probably Fred Hutchinson) from taking him out since the second mound visit required this action. Hutch just kept right on coming and told the ump who was coming in from the bullpen. No one felt sorry for him as he looked like he was pitching batting practice for the opposition.
